I'm visiting Montevideo, Uruguay right now! It's like a mini Buenos Aires with beaches! It's lovely, but not touristic, which is actually not a bad thing if you're looking for a quiet place to live. What's immediately apparent is that the cost of living here is much higher than in the rest of South America, except for Buenos Aires. I'll be writing all about it in the next few days. Thanks!
